Police: Iowa man put dog shock collar on boy

KNOXVILLE, Iowa (AP) — A central Iowa man has been accused of placing a dog shock collar around the neck of his 12-year-old son in an attempt to discipline him.

An affidavit by Knoxville police said Daniel Hardwick, 35, put the collar around his son's neck and shocked him to motivate him to do chores. He's also accused of putting the child in a high chair by a street curb with a sign that said, "I refused to eat my big boy food, please feed me — I'm hungry."

Knoxville Police Chief Daniel Losada said he could not specify when the alleged abuse occurred, but he noted it may have happened within the last 30 days.

Hardwick was arrested Thursday after the state Department of Human Services contacted authorities. Losada said based on his conversation with an investigator, the boy does not have permanent injuries. He did not elaborate.

The human services department said by law, it cannot comment on the investigation, including the boy's medical condition or whether he has been removed from the home.

"Our No. 1 priority is the child's safety," said Vern Armstrong, the department's administrator for field operations. He emphasized that he was not commenting on this specific case.

Hardwick is charged with neglect or abandonment of a dependent person. Losada said the investigation is ongoing and more charges are possible.

"This is the first time I've had a case like this come across an agency that I've worked for," he said

Hardwick was released from jail Monday after posting bond. His attorney did not immediately return a message Monday.
