Inconsistencies found in human resources audit

---- — OTTUMWA — Wapello County will need to clean up some of its Human Resources policies. That’s the word from Paul Greufe of PF Greufe Associates of Davenport, who spoke before Wapello County Board of Supervisors and several department heads on Tuesday.

“There are some inconsistencies throughout the departments,” said Greufe. “Some things the county does extremely well; others areas could use improvement.”

During his 45-minute presentation to county elected officials and department heads, Greufe noted several areas that need some work. Among them are the county’s recruitment process, unsolicited applications, job postings, background checks, comp time, disciplinary action, the employee handbook as well as training in Family Medical Leave Act (FMLA) and sexual harassment.

“County government is unique,” said Greuf when speaking about county compensation board recommendations. “Some county boards will automatically cut their (compensation board) recommendation in half. You want to pay your people appropriately, but what is the right number?”

Greuf’s written report will be available for the county for review. Based on his recommendations, the county has the option to hire him for $1,005 a month to help clean up some of its policies. Or it can opt to hire him on a month-to-month or semi-monthly basis to address certain areas of concern.

In other business, the board approved:

• Hiring Jerri Ogden as an on-call janitor. Ogden will be paid $13.24 an hour.

• Hiring Aaron Lee Howk of Eddyville as a correction officer with the Wapello County Sheriff’s Department. He will be paid $14.63 for the first 60 days of employment. Howk will be paid $15.29 after the completion of 120 days of employment.

• Hiring on-call home care aide Sandra Cook. She will be paid $10.21 per hour.

• Allowing the Secondary Roads Department purchase a new mower tractor. The county received two bids. Greiner Implement submitted a quote for a Case mower tractor for $61,950, while Sinclair Tractor submitted a bid for a John Deere mower for $67,500.

• The transfer of $212,500 from the Rural Services account to the Secondary Roads account.

• The 2014-15 Wapello County/City of Ottumwa Law Enforcement Center maintenance budget.

• The South Central Behavioral Health Region 28E Agreement amendments as presented.

• Approved a request for $35,000 to the Legacy Foundation to help the funding of patrol car computers. Total cost of the project is $90,000. Supervisors hoped to raise the rest of the money without raising taxes.
