Why is there a different pronunciation with a certain name?

ELDON — Can anyone explain why it is that in almost every case of a name spelled with “oe,” such as Loew, Boehnel, Coen, etc., it is pronounced with an “O” sound? But in the case of Boehner, it is given an “A” sound — as in “Baner.” Shouldn’t it be pronounced “Boner?”
