Council to hear from public: Several public hearings on council's Tuesday agenda

OTTUMWA — The public will have more chances to speak than usual if they’re interested in the agendas for the Ottumwa City Council and Ottumwa Board of Health.
Council members will handle eight public hearings, the readings of two ordinances and eight resolutions. Then, as the Ottumwa Board of Health, the members will conduct one condemnation hearing.
The council will handle the second reading of the ordinance for the RAGBRAI visit in July.
More than one business has expressed concern about the ordinance, which states any and all vendors must buy permits from the Ottumwa RAGBRAI Advisory Board for a three-day period. The temporary regulation applies to everyone, even those who already have permits and licenses.
The council will also conduct the third reading of an ordinance to rezone the property at 943 N. Quincy Ave. so developers can build a hotel-restaurant complex there.
Among the other topics for the council’s public hearings:
• Reconstruction projects for Washington Street (Sixth Street to North Court Street); Wapello Street (from Fifth Street and north 275 feet, almost to Ottumwa Street); and East Manning Avenue (North Court Street to Green Street).
• Ottumwanoc Tribal Trail Connection (John Deere Loop Segment 4).
• Madison Avenue Resurfacing Project (Vine Street to Mary Street).
Among the resolutions, the council will also consider:
• An agreement with the Iowa Department of Transportation for the Milner Street bridge over the Jefferson Drainage Ditch Replacement Project.
• IDOT agreement for a Revitalize Iowa’s Sound Economy Program (RISE) Project for Sixth Street at the airport.
Before acting as the council, members will convene as the Ottumwa Board of Health at 6:30 p.m. Tuesday.
Health Director Jody Gates will present information about the structures at 210 W. Woodland Ave. during the public hearing and will recommend condemnation.
