Urban renewal, demolitions are on council agenda

OTTUMWA — Urban renewal projects, demolitions and new equipment take up most of the Ottumwa City Council’s agenda next week.
On Tuesday, the council will consider a resolution to set a meeting on reallocating unspent bond proceeds from the $430,000 Series B Notes. From those notes, $160,000 was allocated for The Beach Ottumwa parking lot and $101,252 was spent to complete that project.
City staff has recommended the remaining $58,748 from proceeds and earnings be used for urban renewal projects within the Westgate Urban Renewal Area’s Park Project Fund. That fund includes the kids’ play area at The Beach.
The council will also conduct three public hearings. One concerns the plans, specifications and other paperwork for the electromagnetic flow meter installation at the Water Pollution Control Facility (WPCF).
Public Works Director Larry Seals said accurately measuring daily flows from the Elm Street sewage pump station means buying a 20-inch in-line electromagnetic flow meter, which has been budgeted at about $40,000.
The second public hearing is about the Ottumwanoc Tribal Trail Connection, also known as the John Deere Loop Segment 4. The project is for building a trail along the south levee of the Des Moines River, connecting to the existing trail at the Wabash railroad bridge, then turning south to follow the old Wabash rail line to Madison Avenue.
Habitat for Humanity has submitted an offer of $500 to buy a city-owned vacant lot at 261 S. Davis St. and the council must conduct a public hearing on the transfer.
The council will also consider approving:
• Purchase of a 4WD compact tractor with a 72-inch mower deck for Ottumwa Regional Airport.
• The low bid and contract for demolishing structures at 829 Wabash Ave., 222 Grand Ave. and 915 E. Division St.
• The contract for the WPCF’s biosolids storage facility expansion.
• Financial support of the Area 15 Regional Planning Commission for 2009-10.
Before acting as the council, members will conduct an Ottumwa Board of Health meeting to consider condemnation of the structures located at 508 S. Moore St.
