Investigation continues in Seymour shooting
Iowa State Patrol investigating incident, will pass findings over to county attorney

CENTERVILLE — Law enforcement authorities say Justin Jacob will probably face charges related to his involvement in a Centerville-Seymour pursuit and shooting incident this week, but they won’t make that decision.
Julie Rarick, a spokeswoman for the Iowa Department of Public Safety, said the Iowa State Patrol is pursuing the investigation but will not file charges itself.
“We will complete our investigation and then we will hand it over to the county attorney,” she said. That places the decision on formal charges in the hands of Wayne County Attorney Alan Wilson.
The chase ended late Wednesday night when Jacob, 26, was shot by Trooper Chris Spencer of the Iowa State Patrol. Jacob fled police from Centerville and led a chase for about 30 minutes until he reached Seymour. Seymour police used stop sticks to puncture a tire on Jacob’s pickup truck in an attempt to end the chase.
Spencer fired at Jacob after the pickup rammed his patrol car. He is on paid administrative leave pending an investigation per the patrol’s policy on officer-involved shootings.
Jacob is known to be in a Des Moines hospital for treatment of multiple gunshot wounds, but his condition was not known Friday. Authorities said they were attempting to get that information.
It has also emerged that Jacob was not alone in the pickup. Authorities are not saying who Jacob’s passenger was, citing the ongoing investigation.
This was not the first time authorities have had to chase Jacob after an attempted stop. He was convicted of vehicular manslaughter in 2003 after a patrol car that was chasing Jacob struck Davis County Sheriff’s Deputy Dennis McElderry. McElderry was placing spikes similar to those used Thursday when a patrol car struck and killed him.
