Bishop trial on hold indefinitely
Psychiatric evaluation delays murder trial

OTTUMWA — An Ottumwa man’s trial on charges of attempted murder is on hold indefinitely, court records show.

Ryan Bishop, 28, is accused of stabbing Shane Reinier on July 20. His attorney has laid the groundwork for an insanity or diminished responsibility defense and asked the court for a psychiatric evaluation of Bishop. Family members have also said Bishop suffers from mental illnesses.

Delays in accomplishing that evaluation appear to have led the judge to postpone the case. Judge Joel Yates’ order stays the trial “until further order of the court.”

Bishop has an extensive criminal record, a fact that led the Iowa Department of Corrections to ask the court to require a cash-only bond after his arrest. It was an unusual step. Department officials said it related to both Bishop’s record and other issues they could not disclose.

Bishop faces a total of three charges in the case. Attempted murder, a Class B felony, is by far the most serious. He is also charged with interference with official acts, for allegedly fighting with authorities at the time of his arrest, and possession of a controlled substance.
