City agrees to remove TIF expansion from Renewal Plan

OTTUMWA — The city of Ottumwa has agreed to remove two items from the proposed Urban Renewal Plan after the Wapello County Supervisors wrote a letter last week opposing parts of the plan.
The city had proposed expanding the Tax Increment Financing district. This means that for all new developments, the city would be able to dictate the percentage of tax dollars received by the city, county and school district in certain areas of town. In other districts of Ottumwa, the county, city and schools receive a set amount.
The Wapello County Supervisors said last week they objected to the city’s plan to expand the TIF district and wrote a letter against the plan.
In the city’s initial proposal, the TIF dollars would be used for economic development projects. The projects the supervisors opposed were: improvements, operational expenses/losses, repair and maintenance for The Beach Ottumwa and Bridge View; and infrastructure and other improvements for a new casino and other ancillary development.
“Thank you for your input. The Urban Renewal Amendment will be revised (by deleting proposed project #2 and #3) to accommodate revisions requested by the County,” City Administrator Joe Helfenberger wrote in a response to the supervisors.
The city will hold a public hearing on the Urban Renewal Plan at 6:30 p.m. on Nov. 17 at City Hall.
Also at the supervisors’ meeting Tuesday evening:
• The board made last week’s city election results in Wapello County official. In Ottumwa, Dale Uehling was elected mayor and Bob Meyers, Brian Morgan and Jeremy Weller were elected to the city council. There were no changes in results from the unofficial counts of the elections in any of the towns in Wapello County.
