11:30 a.m. Wednesday. Richard Eugene Watterson, 34, 222 E. Woodland Ave., was charged in the 200 block of North Benton Avenue with restraint of animal and failure to license dog.

1:51 p.m. Wednesday. Second-degree theft was reported in the 1700 block of East Main Street.

2:34 p.m. Wednesday. Fourth-degree theft was reported in the 300 block of West Fourth Street.

3:03 p.m. Wednesday. Serious domestic assault was reported in the 100 block of South Davis Street.

3:05 p.m. Wednesday. Harassment was reported in the 100 block of South Davis Street.

3:46 p.m. Wednesday. Second-degree attempted burglary was reported in the 300 block of North McLean Street.

7:55 p.m. Wednesday. Anthony Carvel Hendrix, 34, 611 N. Jefferson St., was charged in the 600 block of North Fellows Street with public intoxication.

9:16 p.m. Wednesday. A 16-year-old, of Ottumwa, was charged in the 200 block of South Van Buren Street on a warrant for interference with official acts.

9:17 p.m. Wednesday. James Proctor Chasey, 56, 210 S. Van Buren St., was charged there with second-degree theft.

12:13 a.m. Thursday. Misuse of credit cards was reported in Ottumwa.

3:40 a.m. Thursday. Jeffrey David Leonard, 38, 1314 N. Elm St., was charged at Vanness and Ash Street with OWI.

7:52 a.m. Thursday. Third-degree burglary was reported in the 500 block of Ray Street.

10:09 a.m. Thursday. Theft from auto was reported on Wildwood Drive.

10:21 a.m. Thursday. Third-degree burglary was reported in the 1100 block of Richmond Avenue.
