OTTUMWA — A Collinsville, Illinois, couple was charged with felonies and misdemeanors after a crime spree spanned two states Tuesday morning.

Investigators said Jeffrey David Penca, 48, and Alicia Ann Moesner, 40, were involved in a crime spree that started in Missouri and led to Bloomfield, where the Bloomfield Police Department responded to a burglary and theft report and discovered a stolen vehicle from Missouri.

Police said the couple then fled in a Bloomfield homeowner's vehicle. Officers with the Ottumwa Police Department later found the vehicle on the side of the road at the intersection of U.S. 63 and River Road on the city's southeast side. Police officers made contact with the occupants, but said they did not cooperate with the officers. The driver then placed the stolen vehicle into gear and fled the scene.

About five minutes later, approximately 9:35 a.m., Wapello County Sheriff deputies located the vehicle near the intersection of 97th Avenue and 90th Street. The driver accelerated and struck a Davis County Sheriff's Office patrol vehicle. The pursuit continued to the east side of Ottumwa, where spike strips were deployed to deflate the front tires before it could reach the city limits.

Deputies stopped the vehicle at U.S. 63 and 90th Street. The driver struck a sheriff's office vehicle and caused minor damage. The two occupants were detained and placed under arrest for a spree that lasted approximately 35 minutes.

The Wapello County Sheriff's Office charged Penca with four Class D felonies:

• Eluding

• Second-degree theft/possession of stolen property

• Assault on a peace officer

• Second-degree criminal mischief

He also was charged with misdemeanors for interference with official acts, leaving the scene of an accident and fourth-degree theft/possession of stolen property.

Moesner was charged with one count of interference with official acts.

Additional charges from the Bloomfield Police Department and the states of Illinois and Missouri are pending, police said.

The arrests were a collaboration between the Wapello County Sheriff's Office, the Bloomfield Police Department, the Davis County Sheriff's Office, the Ottumwa Police Department and the Iowa State Patrol.

Both Penca and Moesner are currently in the Wapello County Jail in lieu of bond.
