Police have made a second arrest in a weekend drive-by shooting.

The shooting took place early Sunday. Officers responded to the 100 block of North McLean Street and found bullet holes in a vehicle and a house.

Phana Parsypo, 26, of 506 S. Davis St., Ottumwa, faces charges of being a felon in possession of a firearm, intimidation with a dangerous weapon and reckless use of a firearm. The intimidation charge is a Class C felony, possession of a firearm by a felon is a Class D felony. Reckless use of a firearm is an aggravated misdemeanor.

Iowa’s online court database shows Parsypo has a history of run-ins with law enforcement, primarily for drug or alcohol violations.

Parsypo could face up to 17 years in prison if convicted on all counts.

Andrew Burciaga, 24, also of Ottumwa, was charged earlier this week in connection with the same case. Police have said the drive-by shooting is connected to an assault case also reported early Sunday morning.
