OTTUMWA — One person is in custody after the death of an Ottumwa man on Saturday.
Ottumwa police said they were called to 514 Queen Anne Ave., shortly before 3 p.m. Saturday for a suspicious death. Thomas Carlton Foster, 41, was found dead in his home.
Preston Odell Martin, 37, Ottumwa, was charged with first degree murder in Foster’s death. He was arrested at about 10 p.m. First degree murder is a Class A felony, carrying a mandatory life sentence under Iowa law. He remains in the Wapello County Jail.
Martin has been charged in serious cases before. In 2015 he was charged with robbery and assault, eventually pleading guilty to the assault charge. Charges of sexual abuse were dismissed in 2011. In 1999 he was sentenced to 10 years in prison after being convicted of robbery.
The Iowa Division of Criminal Investigation is assisting with the investigation.
